Rule 22
Clothing arrangements

(1) Prison inmates and prisoners shall be clothed in accordance with the following provisions –
(a) Men should wear one jacket and one suruwal in winter and one shirt and one suruwal in summer or similar clothes depending on the season twice a year,
(b) Women should be dressed in kurta, suruwal or dhoti and cholo or similar clothes according to the season twice a year,
(c) For minor boys and girls at the rate of 1 shirt 1 suruwal 1 or gha"ghar 1 suruwal 1 twice a year and cotton cloth coat 1 collarbandi 1 and cap once a year.
(2) According to sub-rule (1), clothes are thrown twice a year in Baisakh and Kartik months. It will be given once a year in the month of Kartik. If an inmate brings clothes on his own behalf, he will be allowed to wear the same clothes.
(3) The types and samples of the clothes to be given as per sub-rule (1) shall be prepared and given as approved by the Chief District Officer. But if the prisoner or detainee wants to wear clothes of his own accord, an amount equal to the cost of the clothes according to the approved sample will be given to such prisoner or detainee.
(4) In addition to sub-rule (1), the following types of things shall be provided as follows –
(a) Every prisoner or detainee shall be given vinegar equal to five kilopas and dasana one ratanna equal to five kilos of cotton once every two years, but if the prisoner or detainee wishes to arrange a dasana of his own accord, an amount equal to the value of the said vinegar dasana shall be given to such prisoner or detainee.
(b) A Sukul of one and a half cubits width and four and a half cubits length for every prisoner or prisoner to sleep once every 3 years.
(5) Notwithstanding anything written in sub-rule (4), if any prisoner or detainee is released before the completion of two years, the goods taken by him shall be returned to the prison administration.
